Forest Inventory and Analysis (FIA) is a systematic, statistically rigorous programme for measuring, monitoring, and reporting on the extent, condition, composition, and productivity of forest resources across a defined region. The term is most closely associated with the United States Forest Service FIA programme, which operates the world's most comprehensive national forest monitoring system through a permanent network of sample plots distributed across all forest ownerships at a density of approximately one plot per 2,500 hectares of forest land. At each plot, trained field crews measure tree species, diameter at breast height (DBH), height, crown condition, site index, regeneration, and down woody debris, among dozens of other variables, on a rolling five-to-seven-year remeasurement cycle. The resulting dataset supports estimates of standing timber volume, above-ground biomass and carbon stocks, tree mortality rates, forest type distribution, and disturbance history at state, regional, and national scales. The FIA model has been widely studied and adapted internationally; Australia's equivalent functions are distributed across state-level forest inventory programmes conducted by agencies such as Forestry Corporation NSW, VicForests, and the Queensland Department of Agriculture and Fisheries, as well as through the national Australian Forest and Wood Products Statistics reporting framework. Modern FIA programmes increasingly integrate remotely sensed data — including airborne LiDAR wall-to-wall acquisitions and satellite-derived canopy height and cover products — to stratify sample designs, improve estimation efficiency, and fill spatial gaps between field plots. Outputs from FIA-type programmes are essential inputs for carbon accounting under national greenhouse gas inventories, timber supply modelling, biodiversity assessments, and strategic forest management planning.
